The MSI file is used to install and is on the installation media.

Hope you have some more suggestions! The OS won't matter completely. The difference would be some items listed might not show up. Did you restart after performing the actions? I'm going to assume it is.
You can use the Windows Installer Cleanup Utility to remove it from there. Be sure to restart after that. Once completed you should then be able to install the new version of GoBack. Let me know if you have any more difficulties.

Manage gateways will not show up until you're the admin of at least one gateway.
You become an admin either by being added as an admin or because you installed and configured a gateway. When you install a gateway, you are by default an admin of that gateway. You then add additional users or security groups as admins by using the Administrators tab for the gateway. You also use this tab to remove admins. Depending on the service you're using you can either remove or delete a gateway.
But, be aware that removing a gateway in Power BI deletes all the data sources under it. In turn, deleting the Power BI data sources causes errors in Power BI dashboards and reports that rely on those data sources.
If you remove or delete a gateway cluster in any of the cloud services, you won't be able to restore it.
