Windows cannot load profile not enough disk space

Some of the user after logon get the message like "Syncronization failed Event viewer is informing that the reason is: not enough disk space on local disk and profiles files could not be copied.

If that is the only option you're getting when creating an installation media, it means that the Media Creation tool will first download the installation file of Windows 10 on the computer before saving it in the flash drive.
